Question: I’m new in the area and would like to burn a trash pile, what do I need to do?
Answer: The fire department would issue a burn number once information is retrieved from the caller such as…the address where the burning is to take place…and etc. The issued burn number is FREE of charge.
State Law Ordinance No. 2548, Section 15-12 of 8/24/1988, Burning Control – states that no person shall burn any matter or materials upon public or private property outside the confines of a building or structure in the unincorporated portion of the parish unless:
- Said burning is confined in an enclosure designed for the purpose of containing and preventing the spread of fire; or
- Officials of the fire district within which the property upon which the burning is to occur are notified of the intended burn, and the nature and approximate time thereof, prior to its ignition; and
- All reasonable precautions are taken to prevent the fire from getting out of control of the person setting it or spreading beyond its intended perimeters.

Question: I will be moving into the fire district and would like to know its fire class rating?
Answer: Caddo Fire District No. 4 continued to receive Class 3 rates on July 5, 2010.
Under the authority of R.S. 22:1405, the Property Insurance Association of Louisiana (P.I.A.L.) conducts surveys every few years to gather information to determine the proper Public Fire Protection Classification for Caddo Fire District No. 4. This Classification will be used by member companies of the P.I.A.L. to develop fire insurance premiums to homeowners in the fire protection district. The lower the number, the less expensive the fire insurance premium will be for the homeowner. Caddo Fire District No. 4 went from a Class 10 rating in 1984, to a continued Class 3 rating for 2010, which is a huge savings for the homeowners that live in Caddo Fire District No. 4.

Answer: Caddo Fire District No. 4 has a Central Fire Station that is manned 24/7, 365 days a year, with public restrooms, a water-drinking fountain, and a coke machine. The Central Station is located at 8240 Colquitt Road, Keithville, Louisiana, 71047 (which is also the mailing address). Caddo Fire District No. 4 has the following substations with locations:
Substation 2 – located at 6126 Colquitt Road, Keithville, LA 71047; Substation 3 – located at 15137 Four Forks Road, Keithville, LA 71047; and Substation 4 – located at 11000 Providence Road, Keithville, LA 71047. None of the substations have mailing addresses, personnel, restrooms, or telephones. The substations house equipment and apparatus.

Question: Is it true that Caddo Fire District No. 4 is a Safe Haven facility?
Answer: Yes, Caddo Fire District No. 4, Central Station at 8240 Colquitt Road, in Keithville, Louisiana is a Safe Haven facility. This means that a parent who might otherwise be tempted to abandon or discard a newborn child less than 30 days old, can come to this facility and place the infant in the hands of an employee at Caddo Fire District No. 4 Central Station, and voluntarily relinquish his or her parental rights to the child without fear of prosecution. The law provides the relinquishing parent an affirmative defense against criminal abandonment if the circumstances meet the criteria for “safe haven relinquishments” as spelled out in Chapter 13, Articles 1149-1160 of the Louisiana Children’s Code. The Safe Haven Law was enacted in April of the Year 2000 and ensures that the infant will be provided medical care and shelter and ultimately be adopted by others.

Question: How is Caddo Fire District No. 4 funded?
Answer: The District levies taxes on real and business personal property within its boundaries each year. The voters of the District authorized a ten-year ten mill ad valorem tax for the purpose of maintaining and operating fire protection facilities, purchasing fire trucks and other fire fighting equipment, and paying the cost of obtaining water for fire protection purposes, including charges for fire hydrant rentals and services. The voters approved the issuance of general obligation bonds and the corresponding ad valorem taxes to be levied for debt service was levied at 2 mills. And, the voters also approved the levying of a $150 service charge for each residential and/or commercial structure. The District provides two advanced life support ambulances that respond to emergencies occurring in the District’s service area. The emergency ambulance transport is at no-out-of-pocket-expense to the residents that live in a household in the District. The District bills the resident’s insurance companies when they have been transported to a hospital; if the resident has no insurance, the bill is written off; if the resident has insurance and the insurance company does not pay the entire bill, the part that is not paid is written off; it is clear to say that the residents that live in Caddo Fire District No. 4 have FREE emergency ambulance service.

Question: Could you give me a brief history on Caddo Fire District No. 4?
Answer: On January 1, 1984 the Springridge Four Forks Vol. Fire Department, covering 110 square miles in southwest Caddo Parish, took over operation of the fire station in Springridge from the Keithville Vol. Fire Dept. This agreement included the equipment in the station, a one thousand gallon pumper truck, and a four-wheel drive brush truck. The department added a 1979 America La France pumper and a combination rescue and brush truck. In April 1984 the Caddo Police Jury formed the south half of Caddo Parish into Fire Districts, and the Springridge Four Forks Vol. Fire Department became known as Caddo Fire District # 4. Ending the Year 1984 the fire department responded to 120 calls and served an estimated population of 5,000.
In the fall of 2002, in the summer of 2006, and most recently in the summer of 2008, the Fire District went through a drought. There were many grass and wood fires in those drought years. Burn bans were activated and strictly enforced during dry climate weather conditions. Yearly firefighting training became more and more advanced. The Fire District’s service population grew to approximately 12,000. Ending the Year 2008 Caddo Fire District # 4 responded to 1,004 calls, which is an increase of 90% compared to the Year 1984.

Question: How do I and what do I need to do to become a volunteer?
Answer: You can print an application from this website or you can come by the Central Fire Station at 8240 Colquitt Road and pick up an application, fill it out, and return it. The volunteers have meetings on the 2nd Tuesday at 7 PM every month. We constantly need available volunteers with lots of time on their hands to take an active part in training, learning, participating and serving their community through Caddo Fire District No. 4. There are lots of requirements requested of a new volunteer but the four main requirements are: 1) must not be less than 18 years of age; 2) must have a current valid Louisiana driver’s license; 3) must have reliable transportation; and 4) must show proof of car insurance.

Question: I live in the District and on a very limited income and last week I locked my keys in my car. I called POP A LOCK and they charged me $180 just to unlock my car. That really hurt my budget. Now, my neighbor said I should have called the fire department to unlock my car for FREE. Is that true?

Question: Someone told me that paid fire departments couldn’t accept donations. Is that true?
Answer: Absolutely NOT true. Fire departments DO accept donations and when they do, they are very much appreciated. It’s a huge motivator for the firefighters whenever they receive donations from their community.

Question: We just installed a huge pool in our back yard. Will the fire department come out and fill it up? We will pay you for the service and the water.
Answer: That is one request that we DO NOT honor because the Water Department does not charge the fire department for water used on fires. The fire department fills up the fire trucks with water from an unmetered hydrant for the sole purpose of putting out fires ONLY.

Question: I’m a single parent residing in the Caddo Fire District No. 4 protection area and just found out that my daughter got her first DUI. Is CFD#4 a Community Service Facility?
Answer: YES, Caddo Fire District No. 4 is a Community Service Worker Facility that your daughter can work off her hours at. We work them from 8AM to 8PM, Sunday thru Saturday. They wash fire trucks, mop bays, vacuum inside, change the outside sign with new messages, and other related jobs. Just bring her paperwork and we will take care of all paperwork including mailing or faxing completed sheet to the probation officer.
